Sims 3 shop problems?

I downloaded "Short and Choppy for Girls" from the official Sims 3 website store and it showed up in my Sims 3 Game Launcher. Then I Installed it to my Sims 3 game. But Now when I play The Sims 3, I can't use the hair because it is not there!!! The same for all of my other downloadss (Riverview, Babydoll, etc.). HELP PLEASE!!!!

This may be because you are missing an expansion pack or update (the requirements for the download are listed on the site).

i also have this theory about downloads from certain other countries not working, but i think that's just me. (:
